Our goals

  • Involvement of scholars in developing scientifically based strategies and calculations of the reform results. Conducting public discussions about the main problems of the social sphere. Researching and analyzing the situation in the field of social protection, social dialogue, etc. Consultations and training in the sphere of providing social services and development of the social service market, legislative maintenance of denationalization of the social sphere of Ukraine.
  • Determination of the most vulnerable problems of preserving the environment quality, rational consumption of energy and other natural resources of the ountry, finding the optimal balance between the development of the economy, the comfort of life and the provision of the resource base for the coming generations progress. Conduct public mobilization to protect the environment. Ensuring public attention to traffic safety, social and environmental safety.
  • Conduct research on the situation with freedom of religion and belief, legal support, legal assistance to religious communities and their members, legal education, advocacy at the national and international level.
    Promotion of activities aimed at preserving cultural and historical heritage.

History

The organization was founded on June 25, 2013 by the way of association experts from various fields to create a platform for developing a common vision of social reforms. The Bureau experts have created and organize activities of the Coordination and Expert Council on Social Policy of the Center for Advanced Social Studies of the Ministry of Social Policy and the National Academy of Sciences of Ukraine.

From 2014, BS&PD took part in Eastern Partnership Civil Society Forum and the EU-Ukraine Platform for Civil Society. The representatives of the Bureau are members of the Public Council under the Ministry of Foreign Affairs of Ukraine, the Ministry of Social Policy of Ukraine, the Ministry of Health of Ukraine, the Committee on Foreign Affairs of the Verkhovna Rada of Ukraine, the representative of the Bureau carries out coordination in the Working Group on Employment, Labor Law, Healthy and Safe Working Conditions, and Social Policy. The Bureau is a member of the European Social Network (ESN).

In 2015, in connection with the association of the Center for Advanced Social Research, and at the request of the Ministry of Social Policy, the Scientific Research Institute of Labor and Employment of the Ministry of Social Policy and the National Academy of Sciences of Ukraine issued an order regarding the work of the Coordination and Expert Council on Social Policy at the Scientific Research Institute. An expert of the Bureau is the secretary of the Coordination and Expert Council and ensures its activities.

In 2016, the Bureau is working on the implementation of the Memorandum, signed jointly with the UNICEF Office, the Caritas Ukraine Foundation and a number of scientific and analytical centers, which foresees the cooperation of scientific institutions and non-governmental organizations for the purpose of professional support for the realization of the goals of sustainable development, effective Social policy and promotion of human development in Ukraine, a social and scientific platform for human development has been created for this purpose. The platform is open to cooperation by the coordination and advocacy platform, operates with the support of the UNICEF Office in Ukraine, the Office administers the activities of the Social and Scientific Platform for Human Development.

In 2017 Bureau initiated creation of the coalition “For the equality in labour” for the joint work of civil-society organizations on liberty, justice and equality access of women and men to the labor market and the protection of their labor and social rights. The Bureau is a member of the Ministry of Social Policy of UkraineExpert Advisory Group on the implementation of the Association Agreement Ukraine EU of the and Coalisition to secure Civil Society in Ukraine, which unifying Civil Society efforts for consolidated opposition to the separate threats as well, as attempts to offense on the Civil Society  and freedom of association in Ukraine.

In 2018 platform for the decentralization of the social services in Eastern Partnership countries was created, which involves joint work on social dialogue, the development of social services and the joint activities against discrimination. The Bureau is a member of the Domestic Advisory Groups (DAGs) Sustainable Development - an interim consultative and advisory body of the created in accordance with Article 299 of the Association Agreement between Ukraine and EU. The representatives of the Bureau are members of the Public Council under the Ministry of Social Policy of Ukraine and Ministry of Foreign Affairs of Ukraine

In 2019 it coordinates the working group "Freedom, Justice, Human Rights" of the Ukrainian side of the Ukraine-EU civil society platform. It participates in the implementation of the Kyiv city target program "Social Partnership" for 2019-2021 of the executive body of the Kyiv City Council (Kyiv City State Administration). It is a participant of the composition of the Interdepartmental Council on Family, Gender Equality, Demographic Development and Combating Trafficking in Human Beings as well as a permanent advisory body of the Cabinet of Ministers of Ukraine.

Since 2020, has been coordinating the working group “Democracy, Human Rights, Good Governance and Stability” of the Ukrainian National Civil Society Platform of the Eastern Partnership. The Bureau is working on the implementation of the Memorandum signed with the Commissioner for Human Rights of the Verkhovna Rada of Ukraine to ensure equality of human and civil rights and freedoms, implementation of labor legislation to ensure the principle of non-discrimination in labor, participates in the work of the Interparliamentary Deputy Association of the Verkhovna Rada of Ukraine named "National Health and Human Rights ” and the Intersectoral Platform on Business and Human Rights.

Activities

The Bureau’s initiatives include: creation of The Maidan Social Manifesto, signed by the key NGOs working in social sphere in December 2013 during the Revolution of Dignity; development and promotion of regulatory documents related to the reformation of social service system, in particular, a new edition of Ukraine’s social service law, amendments to the Budget and Tax Codes of Law, creation of the Green and the White Books of social dialogue in Ukraine.

The Bureau’s experts were among the initiators of the creation of the Expert and Coordination Council on Social Policy in 2012. To promote equality in the sphere of employment and decrease discrimination based on gender, age and disability factors – ensuring participation of CSOs in the process of strengthening mechanisms of dialogue between civil society,  national government and regulations in the sphere of access to employment, social services and social security in Ukraine, Moldova, Georgia and Armenia

Conducting a holistic analysis of the social sector in Ukraine and developing recommendations on how to reform the social sector. Interviews with all key stakeholders; analysis of stakeholders’ views on how the social sector should be reformed; analysis of legislative documents identification of bottlenecks in current social sector reform processes, using the data from stakeholder interviews and the results of the review of the legislation; analysis of the correlation between the social sector reform and other key reforms in the country.

Drafting legal acts on the reform of the social services system, a new version of the Law of Ukraine "On Social Services", amendments to the Budget and Tax Codes, preparation of a comprehensive report on monitoring the Association Agreement between Ukraine and the European Union, in particular the implementation of the provisions on equality and non-discrimination In the area of employment, social policy and services, as well as in the area of employment, labor rights, safe working conditions and social protection

Enhancing the participation of civil society in the implementation of the Association Agreement on non-discrimination and gender equality in the such fields, as labor, employment and social policy by analyzing, comparing and developing recommendations for the implementation of the "anti-discriminative" EU Directives. Advocacy work on social dialogue, development of social services and promoting anti-discrimination in the Eastern Partnership countries.

Ensuring civil society participation in the process of shaping and implementing gender policy in all sectors and spheres at national and local levels. developing evidence-based policies on gender equality. Promotion of activities aimed at preserving cultural and historical heritage, advocacy at the national and international level.

Implementation EU standards for achieving the work-life balance of employees, which will generalize international standards in this sphere as well as the practice of their implementation by different states, involving the representatives of civil society in developing proposals for the effective legal regulation of the work of persons with family responsibilities.

Projects

  1. Study of social dialogue principles in Eastern Partnership countries

In the framework of the project, the Bureau prepared analytical documents on the reform of the social dialogue system in Ukraine.

The project engaged a wide circle of stakeholders for public discussion of those documents. Together with the fifth group ‘Social and Labour Policy. Social Dialogue’ of the Eastern Partnership Civil Society Forum in cooperation with the European Commission, the Bureau held a round table that discussed the issues of social dialogue in Georgia, Moldova, and Ukraine as well as challenges arising from signing the Association Agreement with the EU. 

 

  1. The integrated system of social services in Armenia and Ukraine

Together with a number of Armenian NGOs and Ministries of Social Policy of Ukraine and of Armenia, the Bureau implemented the project to develop practical recommendations on changes in the social services field, with a particular focus on decentralisation. The project analysed Armenian and Ukrainian experience in establishing an integrated centre for social services and produced proposals for the model of financing social service delivery system. The Bureau prepared proposals on the model of social service delivery under decentralisation processes. The Ministry of Social Policy expressed its support to the submitted proposals and proposed to develop amendments to the Budget Code and the Law of Ukraine ‘On Public-Private Partnership’ (establishing prerequisites for creating social organisations on the principle of public-private partnership).

 

2015-2016. Stronger together. A new social dialogue in Eastern Partnership countries       

The signing of the Association Agreement between Ukraine, Moldova, and Georgia, from one side, and the European Union, from the other, put forward before the society and social partners the need for profound changes in social dialogue system. The development of the new model of relations in this sphere faces a series of problems, such as the lack of congruence in the European practice of law, excessive presence of the government and its pressure on decision-making, and deep-rooted conflicts inside the very social partners, arising from the legislative concept of representation.

 

  1. The analysis of social sector reforms in Ukraine (on the request of UNICEF Ukraine)

The project aimed at conducting a holistic analysis of the social sector in Ukraine and developing recommendations on how to reform the social sector. The project activities included: interviews with all key stakeholders; analysis of stakeholders’ views on how the social sector should be reformed; analysis of legislative documents in accordance with the pre-agreed list; identification of bottlenecks in current social sector reform processes, using the data from stakeholder interviews and the results of the review of the legislation; analysis of the correlation between the social sector reform and other key reforms in the country; interviews with stakeholders engaged in social services standardisation, and analysis of legislative documents in the field of social services standardisation.

 

  1. Advanced Reform, Advanced Civil Society (in cooperation with Armavir Development Centre of Armenia, donor - Eastern Partnership Civil Society Forum)

The project aims to analyse how the Ukrainian reform of administrative and financial decentralisation affects the social service delivery system. The final report will be discussed with key reform stakeholders to elaborate common recommendations. The project envisages two discussions of the final report as well as experience exchange with Armenia, which already implemented the so-called ‘delegated system of social services.’

 

  1. Different approaches to social reforms: from innovation to tradition (on the request of UNICEF Ukraine)

It aims to develop suggestions on the preparation to a long-term implementation of the Integrated Model to insure human development as well as minimizing of threats towards the social security system during the transitive period caused by the decentralization process.
