Coordination meeting of the Ukrainian side of the project "Social partnership for the sake of equality"

On August 23, 2018, the enlarged meeting of the Ukrainian side of the project "Social Partnership for the Eradication of Equality", which was supported by the Eastern Partnership Civil Society Forum in the framework of the 2018 Regeneration Program, was held at Parus BC.

The meeting was attended by representatives of the project's parent organizations, as well as organizations interested in activities, in particular, NGO, governmental and scientific institutions. Also, their recommendations on the project's work were provided by representatives of foreign partners, including the co-founder of NGO Dialog of Generations, Nugzar Kohreydze and the representative of the Armavir Development Center Ani Haratuyunyan. The meeting has coordinating nature, the main goal was to coordinate project activities and to look for development prospects and partnerships with representatives of academic and government institutions.

At the beginning of the meeting, Gennadiy Maksak, coordinator of the Ukrainian National Platform for the Eastern Partnership Civil Society Forum, spoke about the contemporary agenda of the Eastern Partnership Program day and emphasized the importance of implementing projects for the European integration of Ukraine and promoting the "20 expected achievements of the Eastern Partnership until 2020"

Rostyslav Dzundza, Chairman of the Board of the NGO "Bureau of Social and Political Developments", told the participants about the prospects and plans of the project implementation in the three countries of the Eastern Partnership (Georgia, Moldova and Armenia), and the previous experience in organizing such projects. The work is ongoing on the study of the implementation plans of the Eastern Partnership countries for the implementation of the EU's "anti-discriminatory" directives and their actual implementation. Creating recommendations for improving effective implementation, coverage of best anti-discrimination practices in these countries. The advocacy campaign for the creation of an advisory body on gender policy, with state authorities, is demonstrated, and a demonstration of successful experience of Georgia and Ukraine in this matter. As Rostyslav Dzundza said, "Gender equality and non-discrimination should be the basis for the actions carried out within the framework of the policy of the Eastern Partnership of the European Union, in order to ensure full support from the societies of the EU partner countries."

Oleksandra Churkina, Deputy Minister of Social Policy on European Integration, highlighted the productivity and the need for cooperation between the government and the "civic sector". Also in his speech, Oleksandra Churkina presented a promising vector of work: "Cooperation between government and civil society remains a priority." Also, Oleksandra Churkina provided information on the draft Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine (Concerning the Granting of Additional Guarantees Concerning the Combination of Family and Labor Obligations)", designed to ensure social guarantees for all employees without discrimination on the basis of gender.

In order to provide such guarantees, the relevant amendments to the Code of Labor Law of Ukraine and the Law of Ukraine "On Holidays" are introduced, according to which, in particular, the father is subject to the right to establish at his own discretion the working conditions under the conditions of part-time work , for shorter working hours at the expense of the employer. The implementation of such norms will help to ensure equal conditions and opportunities for the parents to fulfill their duties regarding the upbringing and care of children. To this end, the norms of the legislation on labor are brought in line with the norms of the Family Code of Ukraine, the Law of Ukraine "On ensuring equal rights and opportunities of women and men", taking into account their adaptation to the legislation and standards of the European Union in the social and labor sphere.

Olesya Bryazgunova, a representative of the Confederation of Free Trade Unions of Ukraine, noted the importance of project activities for trade unions and their compliance with their priorities. In her speech, she stressed that trade unions are interested in implementing such projects, because the trend of gender equality appears on the contemporary agenda of trade union activities. Bryazgunova also expressed support for trade unions' European integration, and supported the idea of establishing an international dialogue platform within the framework of the Eastern Partnership in order to deepen ties and exchange experience between trade unions and NGOs.

Natalia Dmytruk, representative of the Bureau of Gender Strategies and Budgeting, provided information on the project "Improving the Capacity of the National Platforms of the Eastern Partnership Civil Society Forum (CSF) in the implementation of gender policy - in accordance with the results of the Eastern Partnership until 2020"

The project implementation will combine the efforts of gender experts and experts from six Eastern Partnership countries to develop recommendations on the development of national gender equality policies and the specification of possible "entry points" and practices of National Platforms in the framework of the National Gender Equality Mechanism.

The focus of research interventions within the Project is to carry out a comparative analysis of the National Gender Equality Mechanisms to promote gender equality policies, to explore the possibility of influencing National Platforms to promote and promote gender equality both at the national and local levels, and to provide recommendations for strengthening the political dialogue on " investments "of the national platforms for gender equality policy, taking into account the new architecture of NSAIDs. The working expert groups from each of the participating countries will conduct analytical and qualitative research (focus group discussions, expert interviews) focusing on the specifics of the functioning of the National Gender Equality Facility, analyze the existing capabilities, potential and strategies of the National Platforms for the formulation of the agenda and the establishment of gender equality policies in their countries, will propose methods for assessing the success of gender equality policies at the level of the National Platforms. Together, within the framework of the international conference "Gender Policies and Practices of the EU and Eastern Partnership Countries", which will be held on October 11-13, 2018 in Kyiv, the existing and potential tools for integrating the National Platforms into the system of National Gender Equity Mechanisms will be systematized taking into account their new architecture and recommendations for strengthening the influence and involvement of the National Platforms on gender equality policies both in the member states of the Eastern Partnership and directly at the level of the National Plarfroms and its participating organizations.

Olena Holovata, Head of the Expert Group on European Integration of the Ministry of Social Policy, spoke about the process of reforming the social sphere in order to implement the Association Agreement between Ukraine and the EU. "In accordance with the Association Agreement between Ukraine and the EU, an active process of reforming the legislation in the social sphere is taking place in Ukraine. The work in the direction of Eurointegration is aimed at implementation of the EU directives in the social sphere and implementation of the provisions of Chapter 21 "Cooperation in the field of employment, social policy and equal opportunities" of Section V of the Association Agreement. Adoption of legal acts that will facilitate the effective implementation of the Association Agreement, in particular, in March 2016, Ukraine ratified the International Labor Organization Convention on Minimum Welfare Provisions No. 102, and in November 2016 in Strasbourg, the signing of the Eur the Operational Code of Social Security. The Government approved the State Social Program for Ensuring Equal Rights and Opportunities for Women and Men for the Period up to 2021, which defined the main tasks aimed at increasing the level of observance of the principle of equal rights and opportunities for women and men in the spheres of life of Ukrainian society. "

Rostyslav Dzundza provided information on draft bills in the sphere of European integration of Ukraine, which need urgent consideration by the Verkhovna Rada of Ukraine on social policy, which were developed for implementation in the number of EU anti-discrimination directives, namely:

Gennady Maksak proposed to develop a statement from the National Platform of the Eastern Partnership Civil Society Forum to support the adoption of these Eurointegration bills by the Verkhovna Rada of Ukraine. The statement will be developed within the framework of the project "Social Partnership for Equity".

Naimov Maksym, a state expert from the Ministry of Social Policy, presented a plan to implement Ukraine's final comments on the Committee on the Elimination of Discrimination against Women (CEDAW). The CEDAW implementation is a tangible subject matter of the project, and will strengthen the implementation of the project and the achievement of the goals.

Muscovchenko Natalia, a gender equality specialist on the Networks of 100% Life, noted that gender equality is also an important issue, shared the experience of implementation of projects by its organization, which would be very valuable in the further implementation of the project, and called the possibility of cooperation.

Alina Levchenko, founder of the NGO "Ukrainian people", noted that the practice of implementing the provisions of gender equality should be in line with the previous experience of the European Union countries. In her speech, she also noted the support of the ideas related to the project by MEPs Rebecca Garms and MPs, Anna Maria Maria Korazzi Bildt, Member of the Committee on Women's Rights and Gender Equality. In particular, they are interested in the results of the project and will participate in the proposed activities of the project.

Nugzar Kohreydze, co-founder of the Dialogue of Generations NGOs, noted that "The theme of gender equality is new and important for developing countries. The availability of our project will help better understand and describe the state of our countries and facilitate the exchange of experience. Our organization is a member of the Gender Council under the local legislature and we are actively working on the promotion of gender issues. Within the framework of the project, we are going to share the experience and take the experiments of other countries of the project to improve the existing indicators. " The representative of the Armavir Development Center Ani Haratuyunyan shared the vision of the project in Armenia.
